“I am writing to request information under the Freedom of Information Act 2000 regarding recent social care outsourcing and its financial and operational impacts within your jurisdiction…
- A full list of all such contracts, including the names of contracted organisations, contract values, service areas covered, and contract durations.
- Copies of all internal or external evaluations, impact assessments, or business case documents prepared before final approval of each contract, relating to projected cost savings, service quality, and risk management.
- All briefing papers and internal reports provided to senior management and/or elected members regarding the decision to outsource or renew contracts for social care services during this period.
- Copies of meeting minutes, agendas, and attendance records for all internal meetings (including committees or working groups) where outsourcing proposals for social care were discussed post-January 2022.
- Copies of all procurement-related documents relevant to these contracts, including tender specifications, scoring matrices, decision notices, and debrief documents for both successful and unsuccessful bidders.
- Internal correspondence (including emails and memos) between Public Health Scotland staff, senior management, and external legal or financial advisers regarding contract negotiation, risk management, service continuity, and financial impact of outsourcings during the time period specified.
- Extracts from all mid-term or annual service reviews or performance monitoring reports regarding these contracts since their commencement.
- Records of all formal communications with contracted external social care providers regarding contractual performance, cost variations, or service delivery concerns since January 2022.
- Any recent policy or strategy reviews relating to your approach to outsourcing or partnership working in social care, provided to PHS decision-makers since January 2022.
