The plan is intended to outline key workforce actions and decisions that should be taken to build capability, capacity and resilience.

In turn, this enables our overall long-term purpose: to create a Scotland where everyone can thrive and an organisation that acts as a catalyst for change to create a world-class public health system.

Key elements of our workforce planning for 2022 to 2025

Strategic people outcomes

Attracting and retaining a diverse workforce that mixes organisational and sector backgrounds.

This is to drive innovation and new ways of working.

Developing a workforce that has the skills, competencies and values to lead across Scotland’s public health system.

Ensuring that staff have the skills to support innovation and cross-organisational working that will support the strategic aims of PHS.

Ensuring that we live and breathe our values through a diverse and inclusive workforce.

This should create opportunities for all in the work we do.

Supporting our teams to live healthy, fulfilling lives by developing a strategic approach to wellbeing. This will also mean creating a psychologically safe working environment.

Another priority is playing our individual and collective role towards climate sustainability across all areas of PHS.

Putting reducing health inequalities at the heart of all we do through our role as an exemplar anchor institution and model employer.

Implement, monitor and refresh

Our workforce plan is developed with a three-year timeframe.

This aligns with the organisational strategic plan and delivery plans.

However, reflecting the dynamic environment that PHS operates in, this plan will be updated annually.

Updates will be monitored against the detailed five pillar workforce planning action plan.

The five pillars are outlined within the National Workforce Strategy – Plan, Attract, Train, Employ and Nurture.

Updates on progress are reported to the:

  • Staff Governance Committee – annually
  • PHS Partnership Forum – bi-annually
  • PHS Board – annually (as part of the annual update)

The launch of the PHS 10-year Strategy in January 2026 will result in  the development of a new PHS Workforce Plan 2026-2029.

This plan will be designed to support the workforce needs to deliver our strategic ambitions and outcomes.
