- Public Health Scotland Employee Director, who provides the link between the Board and Staff Side

Board responsibilities
Our Board is responsible for:
- setting the strategic direction for the organisation and defining annual plans
- ensuring that plans and performance take account of and are responsive to stakeholder needs
- monitoring performance against objectives to check that PHS is delivering the right outcomes
- ensuring effective financial stewardship
- ensuring high standards of governance and conduct throughout the organisation, consistent with Public Health Scotland values
Code of conduct
Our Board members are bound by the model code of conduct for members of devolved public bodies (external website). This sets out, openly and clearly, the conduct expected of those who serve on the boards of public bodies in Scotland.
The code is based on the following nine key principles of public life:

Our Board members

Angiolina was appointed to the PHS Board as Chair in September 2021 and is also a member of the Remuneration Committee.
Angiolina is a highly respected public service leader who has experience across local and national government, the third sector and the NHS. She has worked in a range of key policy areas including health and social care, communities and housing and is a passionate believer in tackling the health inequalities existing in Scotland.
Angiolina has served as Chief Executive of NHS 24 and Healthcare Improvement Scotland and is a Board Member of the Scottish Fire and Rescue Service.
Angiolina is a Trustee for Playlist for Life, a dementia music charity. She also volunteers with Yogability, a charity whose work with children and young people with disabilities brings yoga to them and their unpaid carers.
In 2011 she was awarded a CBE for her contribution to Scotland’s public services.

Ann was appointed to the PHS Board in April 2020 and was appointed as Vice Chair in April 2021. She also Chairs the Remuneration Committee and is a member of the Population Health and Clinical Governance Committee and the Staff Governance Committee.
Ann graduated in law from the University of Strathclyde and is a qualified solicitor. After a substantial career in private legal practice, she was elected in 2001 as a Member of the UK Parliament for Glasgow Maryhill and from 2005 to 2015 represented the Glasgow North seat. She served as a Minister in the Scotland Office between 2008 and 2010.
She is currently Chair of the Scottish Prison Service Advisory Board, a Director of Smart Energy GB, a Hearings Panel member for both the General Optical Council and General Chiropractic Council, and a Trustee of EMMS International.

Paul was appointed Chief Executive of Public Health Scotland in March 2023. Prior to this role, Paul spent eight years as a member of the Executive Team and Corporate Board in the Scottish Government. His responsibilities covered many areas of social policy that impact on health. He was Director General for Education and Justice between 2015 and 2021.
Paul became Director General for Communities in 2021 with responsibility for tackling child poverty, social justice, social security, housing, equality, human rights, local government, and public service reform.
Paul qualified as a lawyer and joined the Scottish Government in 2000, holding a range of legal and policy roles including a secondment as a Director in the UK Government.
Carron was appointed to the PHS Board in August 2022 and is a member of the Finance, Audit and Risk Committee, the Staff Governance Committee and the Remuneration Committee.
Carron has 35 years’ experience in public service, mostly in local government and in the Highlands. She has held both front-line and leadership roles across a range of services. She has two post graduate degrees focusing on participation and poverty, she brings an understanding of how multiple factors impact on public health.
Working at a senior level in organisational change and redesign, she has established evidence-based and partnership review processes which support scrutiny and challenge. In her most recent role, Carron was Executive Chief Officer for Communities and Place in Highland Council.
Carron has another non-executive role as the independent Chair of the Highland Drug and Alcohol Partnership.

Julie was appointed to the PHS Board in May 2020 and is one of two COSLA nominated Non-Executive Directors. She is also Vice Chair of the Staff Governance Committee and is a member of the Population Health and Clinical Governance Committee.
As a councillor, Julie is Chair of the Angus Health and Social Care Partnership, represents Angus on the board of NHS Tayside and sits on the board of Voluntary Action Angus. She is also a member of COSLA’s Health and Social Care policy board.

Colin was appointed to the PHS Board in April 2020. He is a member of the Finance, Audit and Risk Committee, and Vice Chair of the Population Health and Clinical Governance Committee.
Colin is a Director of Edinburgh-based SVM Asset Management Holdings, owned by Assetco plc and part of River Global Investors, and he brings business, financial, risk and change management experience to the Board.
Previous experience has included appointments as the Chair of the Audit and Risk Committee on the boards of Chest Heart & Stroke Scotland and of CFA Institute, a global professional body and also Deputy Chair of those organisations.
Colin is the PHS Board Champion for Climate and Sustainability.

Anna was appointed to the PHS Board in April 2020 and is a member of the Finance, Audit and Risk Committee and the Population Health and Clinical Governance Committee.
Anna is a GP in Glasgow. She works as a GP for the Glasgow Youth Health Service, Dungavel Immigration Centre, a local Hospice, and locums for inner city practices. Anna is a director of The Promise Scotland. She was previously the Chair of the Govan Community Project and a Scottish Human Rights Commissioner. Anna is also currently a clinical lecturer in General Practice, at the University of Glasgow.
Anna qualifications include a first-class BSc (hons) in International Public Health from the University of Leeds, an MBChB from the University of Dundee and a PhD in Public Health from the University of Glasgow. Anna has a specialist interest in health inequalities, refugee and migrant health and the needs of young people, especially those who are care experienced. She continues to be involved in research in these areas, with a particular focus on improving access to health, screening, health, and media literacy, and regularly contributes to radio discussions on these subjects.
Anna took extended leave in March 2023 and returned in May 2024.

Elizabeth was appointed to the PHS Board in March 2020 and is the PHS Board Champion for Whistleblowing and Cyber Security. She is also Chair of the Finance, Audit and Risk Committee and a member of the Staff Governance Committee and Remuneration Committee.
Elizabeth has extensive leadership experience in the public and third sectors, with over 10 years experience at Board level. She is a non-executive director and the Whistleblowing Champion at both Public Health Scotland and the Scottish Ambulance Service.
Elizabeth is also a member of the Audit and Accountability Committee of the Police Investigation and Review Commission; Vice-Chair of Independent Living Fund Scotland, and a Trustee of the Scottish Association for Mental Health.

Jane-Claire was appointed to the PHS Board in April 2020. She is also a member of the Staff Governance Committee and the Population Health and Clinical Governance and.
Jane-Claire is Chief Executive Officer at Chest Heart and Stroke Scotland. She has also held posts at Diabetes UK, the Scottish Parliamentary Corporate Body and NUS Scotland; and was previously a non-Executive Member of NHS Health Scotland.
Jane-Claire is also a board member at Children in Scotland and was previously a Commissioner at the Scottish Human Rights Commission. She holds an MA Hons, an MBA, and a post graduate diploma in Quality in Health Leadership. Jane-Claire has an interest in women's leadership development, mentoring young women starting out in their career.

Michael was appointed to the PHS Board as Employee Director in April 2020 and is the Staff-Side Chair of the Partnership Forum. He is also a member of the Staff Governance Committee, the Population Health and Clinical Governance Committee and the Remuneration Committee.
Michael holds several lay positions within UNISON, including, Steward and Equality Officer for the Scottish Health Care Branch and Scottish Regional Representative UNISON National LGBT+ Committee.
His previous positions include: Clinical Network Manager, Diabetes Managed Clinical Network, NHS Argyll and Clyde and then NHS Glasgow and Clyde. Public Health Advisor, NHS Health Scotland (covering Food, Nutrition and Healthy Weight), Employee Director and Non-executive Director of NHS Health Scotland.

Rak was appointed to the PHS Board in April 2020. He is also Chair of the Population Health and Clinical Governance Committee and a member of the Finance, Audit and Risk Committee and the Remuneration Committee.
Rak is an Honorary Professor at Glasgow Caledonian University and was formerly a Consultant Physician in Genito-Urinary Medicine. He helped set up the Sandyford sexual health service in Glasgow and led work to end HIV transmission, including the introduction of pre-exposure prophylaxis (PrEP) in Scotland.
Rak has advised Scottish Government on specialist policy and strategy (including the introduction of HPV vaccination which reduced cervical cancer rates) and been involved in postgraduate specialist training at UK-level. In 2022, the Faculty of Public Health awarded him Membership by Distinction.

Steve was appointed to the PHS Board in April 2020. He is also Vice Chair of the Finance, Audit and Risk Committee and a member of the Population Health and Clinical Governance Committee.
Steve served as Chief Executive of the Highland Council until November 2018. As Board Champion of Remote and Rural, Steve works within the Board and its Committees, supporting diverse policy approaches that promote equality of outcomes across Scotland.
Steve also has a close interest in Corporate Parenting and supporting those with experience of care.

Siddhartha has nine years of experience in academia, including research, teaching, administration and consulting. Working as a Postdoctoral Researcher in EDI Caucus, his research work focuses on EDI (Equality, Diversity and Inclusion).
He is the recipient of 2020 Ideas Worth Teaching Award by the Aspen Institute Business & Society Program (USA), has pursued Global Faculty Development Program from the Wharton School, presented research at international conferences, have case studies in Ivey and Harvard Business Review collection and opinion pieces in ETHRWorld.
Nairn was appointed to the PHS Board in August 2024 and is one of two COSLA nominated Non-Executive Directors.
He is also a member of the Finance, Audit and Risk Committee and the Population Health and Clinical Governance Committee.
Nairn has over ten years' experience as a Youth and Community Leader, Advocate and Champion working on both national and international campaigns, events, and strategies. He began his political career in North Ayrshire Youth Council and Scottish Youth Parliament, leading the latter's national campaign to challenge poverty: See It Change It.
He was elected as a councillor for North Ayrshire in 2022 where he took on the role of Carers Champion, regularly engaging with a diverse group of stakeholders, including carers, local authorities, and healthcare providers. He is employed as a Project Manager at LeadersUnlocked, an organisation which empowers young people to become change leaders and is also a trustee for Willowacre Trust, the charitable subsidiary of West of Scotland Housing Association.
