Abstract

“Responding to COVID-19 has strengthened the functional management capacity of the national health system […] However, at the subnational levels (state and local government) functional management capacity is still weak […] Lessons from the control of previous epidemics were helpful, but the absence of policy frameworks and structures to sustain organisational learning and culture may result in inconsistent response strategies and innovation in future.”
