Abstract
Recognition that health inequalities exist is not new. Over 50 years ago (1980) the Black Report identified differences in mortality rates between lower and higher social groups. Inequalities and low uptake in accessing health, and especially preventive services, was identified in lower social groups (Gray 1982). Are we any further forward in addressing the outcomes of the Black Report, largely ignored by successive governments, or are we further away than ever?
