About this release

This release by Public Health Scotland (PHS) is part of a series of reports on the number of individuals who start a residential rehabilitation placement in Scotland. These reports are informing the PHS evaluation of the Scottish Government's Residential Rehabilitation programme. The Residential Rehabilitation programme was set up to improve access to residential rehab for substance use in Scotland.

  • We first shared these data in a report published in December 2024, which covered financial years 2021/22 and 2022/23.
  • In October 2025 we published data for financial year 2023/24.
  • This current release includes data for financial year 2024/25.

This release is based on data directly submitted by residential rehab providers, to PHS in 2025 (for financial years 2021/22, 2022/23, 2023/24 and 2024/25) and to the Scottish Government in 2021 (for financial years 2019/20 and 2020/21).

The data collection was set up to:

  • Track progress towards the Scottish Government's target of 1,000 individuals publicly funded per year to access residential rehab by 2026
  • Explore by how much the total number of Scottish individuals accessing residential rehab, irrespective of whether those placements are publicly or privately funded, has increased since the start of the programme.

It is important to be mindful that this is an experimental dataset and revisions remain possible. Work to improve the data infrastructure on residential rehab in Scotland is ongoing and further issues will be picked up in the next publication. More detail on the PHS data development work, and on the methods used in this current release, can be found in the  December 2024 report.

Background

Residential rehabilitation is a well-established intervention for the treatment of drug and alcohol problems and is recognised as an important option for some people requiring treatment. As part of the National Mission, the Scottish Government has committed to invest £100M for residential rehabilitation.
