About this release
This is the tenth report on residential rehabilitation within the Monitoring and Evaluation Programme led by Public Health Scotland (PHS). The report presents information on the number of statutory funded placements into residential rehabilitation, with estimated costs, that were approved between 1 April 2021 and 30 September 2024. This includes placements approved by local Alcohol and Drug Partnerships (ADPs), National Mission funded placements and Woodland View Ward 5 placements.
Data has been resubmitted for Woodland View Ward 5 for 2021/22, 2022/23 and 2023/24 and updated in this release. More information on this can be found in the report and metadata.
Main points

In the last 6-month period, between 1 April 2024 and 30 September 2024, a total of 442 residential rehabilitation placements were approved for statutory funding in Scotland. This is a decrease of 37 placements when compared to April 2023 to September 2023 (n=479), and a decrease of 19 placements when compared to the previous six months (October 2023 to March 2024, n=461).

Of the 442 placements, estimated cost data were available for 411 placements. The total estimated cost for the 411 placements was £5,808,843. This cost is made up of £4,467,271 for 330 ADP approved placements, £810,648 for 54 placements in Ward 5 Woodland View, and £530,923 for 27 Prison-to-Rehab placements.

Overall, between 1 April 2021 and 30 September 2024, 2,795 residential rehabilitation placements (including ADP approved placements, National Mission funded placements and Ward 5 placements) were approved for statutory funding in Scotland

Of the 2,795 placements, estimated cost data were available for 2,670 placements. The total estimated cost for the 2,670 placements was £29,363,134.
Background
Residential rehabilitation is a well-established intervention for the treatment of drug and alcohol problems and is recognised as an important option for some people requiring treatment. As part of the National Mission, the Scottish Government has committed to invest £100M for residential rehabilitation. Since 2021/22, and for the next five years, the ADPs in Scotland have been allocated £13.5M, with £5M earmarked to support additional capacity and access residential rehabilitation services.
