About this release
This is the final report on the number of approved statutory funded placements into residential rehabilitation. It will be replaced by a report on the number of individuals who started a residential rehabilitation placement in Scotland, which will inform the PHS evaluation of the Scottish Government's Residential Rehabilitation programme. The report presents information on the number of statutory funded placements into residential rehabilitation, with estimated costs, that were approved between 1 April 2021 and 31 March 2025. This includes placements approved by local Alcohol and Drug Partnerships (ADPs), National Mission funded placements and Woodland View Ward 5 placements.
Main points
- In the last six-month period, between 1 October 2024 and 31 March 2025, a total of 471 residential rehabilitation placements were approved for statutory funding in Scotland. This is an increase of 10 placements when compared to October 2023 to March 2024 (n=461), and an increase of 29 placements when compared to the previous six months (April 2024 to September 2024, n=442).
- Of the 471 placements, estimated cost data were available for 414 placements. The total estimated cost for the 414 placements was £5,951,734. This cost is made up of £4,880,464 for 351 ADP approved placements, £555,444 for 37 placements in Ward 5 Woodland View, and £515,826 for 26 Prison-to-Rehab placements.
- Overall, between 1 April 2021 and 31 March 2025, 3,266 residential rehabilitation placements (including ADP approved placements, National Mission funded placements and Ward 5 placements) were approved for statutory funding in Scotland
- Of the 3,266 placements, estimated cost data were available for 3,091 placements. The total estimated cost for the 3,091 placements was £35,314,868.
Background
Residential rehabilitation is a well-established intervention for the treatment of drug and alcohol problems and is recognised as an important option for some people requiring treatment. As part of the National Mission, the Scottish Government has committed to invest £100M for residential rehabilitation. Since 2021/22, and for the next five years, the ADPs in Scotland have been allocated £13.5M, with £5M earmarked to support additional capacity and access residential rehabilitation services.
