Our Corporate Parenting Plan 2025–2028 outlines the specific actions we have committed to as corporate parents under the Children and Young People (Scotland) Act 2014

The Act provided a legal framework for corporate parenting and introduced new duties and responsibilities for Scottish public bodies, such as PHS, which are defined as corporate parents.

PHS has promised to go beyond what is required of us by law in supporting care-experienced children and young people. We will do this by integrating our Corporate Parenting Strategy into a wider body of work relating to Scotland’s promise to care-experienced children and young people that they will grow up loved, safe, and respected.
